Prepare proposal documents including pricing qualification information technical and commercial clarifications schedules and other supporting information as required by the request for proposal. Prepare and present risk reviews for projects. Perform project management functions for multiple projects.

Prepare project budget and periodic forecasts. Identify potential gross margin under-runs or cost overruns identifies and executes mitigation strategies. Develop and maintain project schedules utilizing resource constraints and priorities set by client.

Manage budget prepare cost reports review estimates and identify and prepare changes in the scope of the project. Considerable interfacing with client required. Support Business Development efforts as required.

Develop electrical estimates and proposals including takeoffs unit rates material and equipment pricing labor pricing and all estimate components. Prepare and manage substation estimating database.

Following project award negotiates and executes customer contract plans and executes project including preparation of detailed project budget and schedule preparation and execution of execution of subcontracts and purchase orders. Responsible for mobilization of equipment tools subcontractors and personnel required for project execution.

Identify and execute margin improvement strategies, manage project schedule to ensure completion within project requirements. Prepares periodic schedule updates evaluates progress and implements project schedule recovery plans when necessary. Develop and maintain cost code system and provide analysis for job trending/forecasting. Compile and maintain historical data for estimating guidelines.

Review craft time sheets for coding accuracy. Review work process and labor requirements. Review estimates and verify total scope and cost for each new project assigned by the client. Identify and prepare scope changes as required to support estimate approval by the client. Also identify budget constraints and schedule requirements for all approved scope changes.

Perform duties independently with general direction given. Decisions are made within policy, procedure guidelines, project budgetary preparation and compliance accountability. This position informally makes recommendations concerning long-range planning. Contacts are normally made with others inside and outside of the company to include customers vendors contractors other departments immediate associates and own supervisor.

REQUIREMENTS:
Fundamental technical knowledge of estimating cost engineering and project management required. Organizational communication budget cost estimating and scheduling skills required. Knowledge of word processing spreadsheet and scheduling software required. Supervisory skills required.

Must have Electrical Substation expertise, will develop electrical estimates and proposals and perform project management functions for multiple electrical projects. Manage project cost in accordance with applicable company procedures.

Associate degree in engineering or equivalent technical training knowledge and experience desired. Minimum of ten years work experience in electrical substations with additional electrical industry and energy facility experience desirable.
